Protest ends with PNPYO eight-point plan

THE PEOPLE'S National Party Youth Organisation yesterday delivered a revenue framework to the Government, suggesting ways in which to raise $27.9 billion to increase revenue and cut the fiscal deficit.

Damion Crawford, the organisation's president, delivered the written suggestions to Information Minster Daryl Vaz at the gate of Jamaica House. The handover took place after a 20-minute march from the People's National Party Headquarters on Old Hope Road in St Andrew.

Up for review

Vaz said the Cabinet would gladly review the suggested framework and implement aspects if they were workable.

"You have my assurance that we will look at it. We have been getting a number of proposals since this morning. What is important is that we all know that the $22 billion has to be found ," Vaz told Crawford.

But Crawford, who had to leave his protesting group behind, as it was kept at bay by a police barricade erected 150 yards from the gate of Jamaica House, expressed disappointment that he was not able to speak with Prime Minister Golding.

He said he found it interesting that Prime Minister Golding was willing to meet with feuding entertainers Vybz Kartel and Mavado and not meet with the PNPYO, which had more pressing issues.

"The prime minister is one who only meets with persons for particular activities or who he thinks is in agreement with him," Crawford said.

The PNPYO president was accompanied to the gate of Jamaica House by the national organiser attorney-at-law Patrick Peterkin and Livette Jackson, a young teacher.

Not against the jlp

But even before he made the trek towards the gate of Jamaica House, Crawford told protesters that the demonstration was not against the governing Jamaica Labour Party.

"It is more about a system that has been there to oppress people over time. The last time we called for a change of government, we saw what we inherited. It is more than a change of government. It is a change of procedures and a change of the system," Crawford told demonstrators.

He said that the current system had taken power from the people.

"The power in wealth and weapons have taken over this country," Crawford said, while arguing that Golding announced his tax package because "he has no fear of the people".

Proposed package

1) Increase tax on interest at holding on bonds from 25 per cent to 35 per cent - $8 billion

2) Charge a 25 per cent tax on dividends - $3 billion

3) Set up a 40-member auditing unit to go after tax cheats. These auditors will be paid mostly by commission - $6 billion

4) Increase tax on lottery earnings to 331/3 per cent - $ 1.15 billion

5) Change motor vehicle licensing policy to .05 per cent of vehicle value with a base of $5,000 - $3 billion

6) Return transfer tax and stamp duty to pre-2007 levels as the "intention" of the reduction has not materialised - $1.8 billion

7) Short-term 10 per cent tax on bank profits - $3 billion

8) Place property tax on improved value of property - $2 billion
